China News Service, December 27 -- The China Council for the Promotion of International Economic Cooperation (CCPIT) held its regular press conference for December on the morning of the 27th. At the conference, Sun Xiao, the spokesperson for the CCPIT, stated that on December 23 (US time), the Office of the United States Trade Representative announced the initiation of a Section 301 investigation into policies related to China's semiconductor industry. On behalf of the Chinese business community, the CCPIT expressed resolute opposition to this move.
During the conference, a reporter asked: Recently, the United States initiated a Section 301 investigation into policies related to China's semiconductor industry. What is the CCPIT's comment on this?
Sun Xiao responded that in recent years, the United States has continuously escalated export control measures against China's semiconductor industry and continually added Chinese companies to the Entity List for export controls. This has severely impacted cooperation between the semiconductor industries of China and the United States and has extended to industries such as automobiles and telecommunications in both countries. The World Trade Organization (WTO) has already ruled that the US Section 301 tariff measures against China violate WTO rules. The US initiation of a Section 301 investigation into China's semiconductor industry this time is a typical example of trade protectionism.
On the one hand, the United States is obstructing and restricting cooperation between the semiconductor industries of China and the United States, while on the other hand, it is providing substantial subsidies to the US semiconductor industry, enabling US companies to dominate the global semiconductor market. This not only violates the principle of fair competition but also severely impacts the resilience and stability of the global semiconductor industry chain and supply chain. Furthermore, it adversely affects the new round of global technological revolution and industrial transformation.
The Chinese business community calls on the US to genuinely abide by WTO rules, immediately cease unilateral restrictive measures, promote industrial cooperation through dialogue and consultation, jointly maintain the security and stability of the global industry chain and supply chain, and inject more dynamism and certainty into the world economy.
